Do we use new media to encourage conversation?

Colleges and universities do a good job of glomming on to the whole micromedia craze via blogs, RSS, podcasting, etc. But, asks InterMedia, is the goal to create or enhance relationships with audiences? Or just because it's all the rage? Do we use these tools to evolve conversations?
"If we do this right, we'll move the web from a series of static, one-way information sharing sessions to a dynamic conversation during which each party learns more about the other, building a relationship."
